The Vice President of Pakistan Central Cotton Committee (PCCC) has sought a detailed proposal from Secretary PCCC for grant of 20 percent ad-hoc relief allowance 2012 of the basic pay, 20 percent increase in pension and increase in conveyance allowance, sources told Business Recorder on Saturday.

The secretary PCCC has also been directed to submit a proposal at the office of the Vice President for grant of annual increment due on January 1, 2013. The PCCC under the administrative control of Ministry of Textile Industry, Government of Pakistan (Mintex) had already directed implementation of the Finance Division Notification effective 1st July, 2012.

Sources said after negotiations between the vice president and the employees, authorities concerned have agreed to release salaries for November and October 2012, under the old mechanism two days ago. "PCCC has still not released salaries to employees in compliance with the notification of the Finance Division, said an official, adding that revised emoluments including six months' arrears would be disbursed in January 2012. He said there was no dearth or impediments of funds at PCCC, adding that management only adopted delaying tactics.

"PCCC has recently increased the cotton cess rate from Rs 20 to Rs 50 wef 1st July, 2012, which strengthened the financial position and PCCC has turned stable for onward long. At present more than sufficient balance is available at the credit of PCCC main account No 1524-8 at National Bank of Pakistan, PIDC House Branch, Karachi. In view of the above facts and figure that there are no impediments in payment of the revised salary in accordance to the Finance Division notification and directives of the Honourable Sindh High Court," said Ghulam Mohiuddin, President Employees Action Committee.

According to the letter of VP to dispatch to Secretary PCCC through Zakirulllah Khalidi (Superintendent of VP PCCC Lahore) made available to Business Recorder stating:" 1. Proposal for salaries/ wages/pension for the months of November 2012 and December, 2012 may be submitted positively for approval.

2. Detailed proposal regarding grant of ad hoc relief allowance 2012 @ 20 percent of basic pay, 20 percent increase in pension and increase in conveyance allowance for approval of VP PCCC. 3. Details of proposal for grant of annual increment due on 01.12.2012 in respect of each employee of PCCC (in original)".
